- Community (including citizens of surrounding Congressional districts)
- Distance Learners
- Users with Special Needs
- (at 8/16 meeting, further subdivision of users was discussed--TAMS, high school students, UNT vs. non-UNT students, alumni, residents, government employees, etc.--determined that dividing them this far may not be useful for this project)

- statistics
- court cases/law journals
- legislative information
- resources mentioned in class or to help with a class assignment
- sources of government assistance
- voting locations/how to register to vote
- genealogy information
- identification/value of posters/prints
- forms (e.g., for divorce; business; court procedures)
- information on staff (e.g., who to contact, who does what)
