The ISPs and referring websites suggest that a lot of the users are simply the general public. There are also quite a few government agencies represented, and the military seems to be a frequent user of the site. We don't get a lot of phone calls about the CyberCemetery any more, but get questions at our reference desk about ACIR and commission reports (for instance, the National Gambling Impact Study report mentioned above).
