FOIA statement for OK Library Association

  • waiting on another member to join... table for the moment
  • Amy charged Mary and Kevin with drafting a stmt. that the OKLA could use when they have a viable FOIA request
  • simple, short letter to remind an agency of their responsibility under FOIA
  • others could use it

Revisions to Policy and Procedures Manual (PPM)

  • has anyone noticed any changes important enough to address?
  • Kevin: PPM makes reference to a Web Manager for the Comm.; what about a wiki manager--should it be the same person, etc.? we're set for now, but what about a year from now?

Strategies for National Action Alert Network (NAAN)

  • Jesse is our new national action alert coordinator
  • any issue of consequence... a lot of leeway there
  • how this came up: Amy asks Mary and Kevin to form an advocacy plan for Leg. Comm.
    • talking about breaking down depositories by congress. districts, see who was represented by which depos., etc.
    • found themselves wishing we had it ready to go when the GPO budget issue came up
  • a message from GODORT through this might have been a more effective way of getting the message out
  • first requires approval of the GODORT chair
    • Legis. would craft message
    • go to chair for approval; would make sure everyone is on the same page
  • passes message along to regionals; from there on to locals through various means of communication
  • important thing is to get the message out there to as many locales as possible
  • this is good for any case where a quick response is needed
  • Cathy H.: hard part will be keeping the list up to date
  • as a comm., haven't discussed: send them a list of vacancies (to Jesse)
  • when was the last time this was used?
    • not that long, perhaps.
  • prefer not to start from scratch; would like to involve those who participated in the past

Letter of Thanks for Bruce James

  • Amy came up with something; note to Judy Russell already sent
  • is this a letter that we want to send?
    • why are we doing this? does it gain something for GODORT?
    • has it been standard protocol? (unknown, but very relevant)
      • can we get someone to look into this to find examples?
      • we probably did do this for the previous public printer; he was very helpful
    • maybe little to lose by doing it; but what do we gain by it, what precedent does it set?
    • who raised the question? Mary, probably
    • what was her reasoning?

How Could this Comm. Make Use of Virtual Members?

  • just the cost of an ALA membership may be an institutional barrier
  • hoping there could be some specific roles we could have in mind for such members
  • at Kevin's own local govdoc librarians--mostdon't come to ALA or aren't members, but might participate virtually
  • any specific ideas?
    • drafting resolutions
    • but they should be ALA members
    • that might keep a lot of people out b/c of lack of funds
    • is there a way to give them an official title? good for them for review times--more incentive
      • letter from the Chair to endorse this to their institution (or other documentation)
    • at one person's library, there is a lot of this virtual participation and it works well
  • virtual members not voting members?
    • perhaps only non-voting at a physical meeting
    • doesn't make much sense; could sign them in online or cellphone with speaker
  • is the only difference their physical presence?
    • participation virtually vs. member virtually--what's the definition of the fine line?
    • we're talking about an appointed member to a committee - but requiring a specific participation

Initiate a Regular Online Meeting Time?

  • meeting online once a week, one hour, for five weeks
    • was a little slower than a F2F meeting
    • bringing people together at the same time, things seem to get done
    • perhaps once a month, if Leg. Comm. could get together for an hour
    • Jesse mentioned using Meebo to do it; everyone seems very positive about this idea
      • nothing to install
  • we will talk about that more in Leg. III
  • task force chats were nice to touch base with everyone, and make sure that everyone is following through
  • start this maybe 2-3 weeks after ALA Annual
  • so... what would Leg. do at Midwinter if we finished all our work?

Back to OK Libraries Topic

  • a couple of years ago, OLA member was concerned about this
  • wanted to be able to send a letter to their congressman, but send it under a professional association, so it would have more clout
  • this takes a lot of time, so:
  • could do this by email when it comes up; get ALA GODORT to create some language/paragraph that would be standard and approved by ALA for future use
  • wouldn't take as long to approve subsequent letters; perhaps only a day
  • better for timeliness of critical votes
  • gone through several iterations
    • look at the language, think about the types of situations you're writing the letter for, and what you'd like to say to that congressman or agency
  • push this out to other state library associations
    • might get more national members if we can offer them more services, and this would be a great one
  • first two ALA principles on govdocs really mesh with what we want to convey
  • is there anything that needs to be added to this, or is it ready?
  • need to take back to OLA and see what they think
    • let them know it's been approved by ALA Council
    • if that's suitable for them, then might be ready to move forward
